It also asked the BCCI to think over to prepare for an ad-hoc committee or body to supervise the irregularities. Retired Justice Mukul Mudgal was appointed by the Delhi High Court to look after the allegations raised against DDCA during the 2016 ICC World Twenty20 matches at Feroz Shah Kotla. Yesterday the report of the Mudgal committee has been submitted before the Delhi High Court. In the report BCCI vice-president C. K. Khanna who holds a similar position in DDCA, has been described of having ‘pernicious influence’ in the scam. Conflict of interest has been highlighted as the reason of Khanna as well as other officials to be involved in the scam. The report defined, “the proxy system is the bane of Delhi cricket that deserves to be jettisoned”. It also elaborated that, officials, office-bearers, executive committee members only acted after their own vested interest. “It is a pity that the coaches, players, vendors and employees of the DDCA are not paid on time”, the report said. The committee suggested a CEO to head the matters of DDCA for the future time. According to the report, “It is advisable that DDCA has a full time CEO who independently looks after the administration and financial aspects of DDCA to ensure continuity and smooth functioning of the DDCA”. Justice Mukul Mudgal also advised BCCI to think of forming an ad-hoc committee or body to look after the affairs of DDCA. While submitting the report, advocate Nitin Mishra — on behalf of Justice Mudgal — said the remuneration to be paid to the retired judge can be given to Rajkumar Tiwari, who won the gold medal for India in ice-skating at the 2013 Special Olympics World Winter Games.
